The concept of "hotspot" in the unitary and coherent management of a possible influx of foreigners

Moldova’s proximity to the European Union has made it necessary to reconfigure security policies in line with those of the EU. As one of the states participating in the European Neighborhood Policy (ENP), the Republic of Moldova is making substantial efforts to secure the eastern borders of the Union and to effectively manage possible crisis situations. This article aims to investigate the main actions taken at European and national level for the effective management of a crisis situation manifested by an increased influx of foreigners, which provides for the establishment of procedures and tools for access to the national territory, border control, documentation foreigners and last but not least their accommodation until the status is clarified and decisions are made. An important role in this field was the approval of the normative act regarding the “National mechanism for unitary and coherent management of the situation in the event of an increased influx of foreigners”, where the institutional objectives and tasks were outlined.
